			<content:encoded><![CDATA[<p>During a recent staff informational meeting, Ron Urice, Executive Director of Operations and Special Projects, outlined some of the construction timeline and changes that will be coming soon to Immanuel.</p>
<p>Jack Bays, Inc. (General Contractor) will begin moving equipment and materials to designated areas on the IBC property beginning April 13. Parking outside the Backlick Road Entrance will be reserved for equipment and that area will be fenced off. The Glass Breezeway Entrance will be closed and converted to a Construction Entrance only. During remodeling of the B Wing (Backlick side of Immanuel), entrance to Immanuel Christian School will temporarily be through Entrance 4 (South Parking Lot).</p>

<p>Access between Immanuel Christian School and the church will be through the C Wing hallway that leads past the Shop (Room C117) to the Gym. Senior High students worship at 9:30am in the Gym and VENTURE young adults ministry worship at 11am. Those who have to pass through the Gym to access either the Worship Center or the children&#8217;s classrooms or nursery in the C Wing are asked to pass through the Gym quietly during these worship services. Volunteers will be stationed in the corridors to provide information and directions. With parking affected, Immanuel attenders are asked to park at Phillips School and ride the shuttles. Families with small children are directed to park in the South Lot to easily drop off and pick up their children.</p>

		<title>The Global Leadership Endowment</title>

			<content:encoded><![CDATA[<p><font size="3"><font face="Calibri">For me and for others in this church with a heart for world missions (hopefully all of us!), the <em>One Life</em> campaign represents a great opportunity to help reach the world in a unique way.  Yes, I am enthusiastic about the other aspects of the campaign: the much-needed enhancements to make this campus a 21<sup>st</sup>-century facility and the opportunity to strengthen our presence around northern Virginia through community groups and at least one additional worship location (since we’re basically full-up here).  As one who has lived for nearly a decade in the developing world, however, I know how great the needs and opportunities are in many places in the world where the Church is surging in numbers but sorely lacking in resources.  </font></font></p>
<p><font face="Calibri" size="3">For several months, the elders of the world missions council and I have been developing a blueprint for Immanuel’s <em>Global Leadership Endowment, </em>and we’re excited about it!.  A portion of the funds raised through the <em>One Life</em> campaign will be carefully invested, generating interest income that will be “reinvested” into the lives of emerging Christian leaders in several regions of the world.  We anticipate paying the costs for two years of graduate seminary education and a year of internship at IBC or at a partner/model ministry site on each continent.  Recipients of these funds will spend at least two years planting or expanding a church in their capital city – and share their successes, frustrations and best practices with a growing network of up to 30 capital-city evangelical churches through web-based communication, regional conferences and visits by short-term teams.  Through the <em>Global Leadership Endowment</em> several planks of the current strategic plan are accomplished: an expanded partnership with Capital Bible Seminary, a robust internship program, and strategic partnerships established on one or more new mission fields.</font></p>

<p><span style="font-family: 'Arial','sans-serif'; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi"><font size="2"><span style="font-family: 'Arial','sans-serif'; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi" /><span style="font-family: 'Arial','sans-serif'; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi"><font size="2"><span style="font-family: 'Arial','sans-serif'; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi"><font size="2">Then we will enter an &#8220;Inspiration Phase&#8221; that will include sermons and teaching on stewardship for all ages from children&#8217;s ministry through senior adults.  During this time, we will also hear personal testimonies of God&#8217;s provision for cheerful giving.  The first Sunday in May will feature a Sunday celebration of commitment for the entire church. </font></span></font></span><span style="font-family: 'Arial','sans-serif'; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi"><font size="2"> </font></span></font></span></p>

Below are answers to questions that were submitted to us via the website:</p>
<p>Will the congregation see soon the details of the $20-million plan? </p>
<p>YES.  We are announcing a ONE LIFE Town Hall Meeting for Sunday evening, February 17, following the Sunday Evening Prayer meeting.  Various One Life Team Leaders from Immanuel will provide information to the congregation and answer any of their questions.</p>
<p>Will the congregation be offered opportunity to approve an actual budget?</p>
<p>I am making the assumption that when using the word “congregation,” you are refering to the membership of Immanuel Bible Church since, as you know, non-members do not play a role in the governance of the church.   That said, the answer to the question is still No.  As has been our practice for the various building projects for the past 44 year history of Immanuel Bible Church, the leadership of the church (the deacons and trustees from 1964-1983; and  the elders from 1984 to the present) have been responsible for overseeing the development and implementation of construction budgets.  Unless the elders decide otherwise, that will continue to be the practice; however it is their responsibility to periodically apprise the congregation about the various aspects of the project.  It is worthy of note that the allowable debt for the building project was approved by the Congregation at the June 11, 2006 Congregational Business Meeting for a construction loan of up to $10 million dollars. </p>
<p>What debt will IBC incur during the 3-year, $20-million campaign, and what will remain after the 3 years?</p>
<p>If at the end of the commitment period of the campaign (April- June), we have $20 million dollars or greater in commitments, then there should be no long term debt incurred.  However, the project manager will be required to use a portion of the approved $10 million dollar line-of-credit to off-set short-term deficits between One Life giving and the cash flow required to satisfy the monthly construction progress payments.  Draws against Immanuel’s construction line-of-credit will be limited as much as possible.  However, based upon our periodic “Cash Flow” projections, these draws may start as early as three or four months into the construction process.  Assuming a constant and even flow of income from One Life and a national average income deficit of about 7% (pledged less actual income), we anticipate a probable loan amount to be about $5 million dollars at the finish of construction.  This would be caused by the pledged income spanning a three period while the building project is projected to take about two years.  The debt incurred should be fully paid off by the later part of the third year, thus minimizing the interest paid.<br />
Who is the project manager?</p>
<p>Under the oversight of the Elders and the Building Committee, the project manager representing the interests of Immanuel Bible Church with respect to the actual building project portion of the One Life plan is Ron Urice.   His knowledge, expertise, and efficiency has already been widely used in the development of the various construction projects at Immanuel since 1991.</p>
